الملخص
الملخص: إن ما يميز العلاقات الدولية بصفة عامة، والاقتصادية منها بصفة خاصة في الآونة الأخيرة هو تنامي تطورات عديدة ومتلاحقة، وظواهر كثيرة مست كل المجالات الاقتصادية، والظاهرة الواضحة التي فرضت وجودها، وتعتبر بحق ظاهرة من ظواهر التحولات الاقتصادية المعاصرة هي تلك المتعلقة بالتكتلات الاقتصادية. إذ تميز النصف الثاني من القرن العشرين، بالتوجه البارز نحو إنشاء التكتلات الاقتصادية الإقليمية أو تعزيز القائم منها واحتلت بذلك مكانا مميزا في الأدبيات العلمية. ويعود إنشاء هذه التكتلات إلى مجموعة من العوامل تدفع بدولة ما أو مجموعة من الدول سواء كانت متقدمة أو نامية إلى تكوين تكتل أو الانضمام إلى تكتل قائم بالفعل قصد تحقيق أهداف مرتبطة أساسا بالأمن، التنمية والمصلحة المشتركة. وقد أصبحت ظاهرة التكتلات الاقتصادية الإقليمية من المتغيرات البارزة في الحياة الاقتصادية الدولية المعاصرة، ويعتبر الاتجاه نحو التكتل الاقتصادي بين الدول من أبرز وأهم فعاليات العلاقات الاقتصادية الدولية وأكثرها تأثيرا، وتتجلى هذه الأهمية بالنظر إلى كل من الدول المشكلة لهذه التكتلات وحجم مبادلاتها التجارية، وما يترتب عن ذلك في العلاقات بين الدول المشكلة أو الأعضاء في التكتل وبين الدول الأخرى. .
