الملخص
The key aspect of rule crisis in Arabic states what can termed « political corruption », which composes threat against democracy and govern low, these states witnessed such phenomenon for long time. In turn, it generated manifestation movements, in the end of 2010. It targets challenge the authoritarian regime and corruptive systems, and still the most those states in open struggle to re-built new social contract, the period requires contribution for all parts, including the thinkers, experts in each state, to elaborate national overview to compose the civil modern state, depends on citizenship, governance, to avoid the opportunity of corruption come back again
