الملخص
تلعب البيئة الاستثمارية والأوضاع العامة التي تتميز بها الدولة دورا كبيرا في أداء أي اقتصاد، ذلك أن الأداء الاقتصادي يرتبط إلى حد كبير بمجمل الأوضاع التي تتسم بها البيئة الاستثمارية سلبا أو إيجابا، وجذب الاستثمارات الأجنبية والمحلية واحدا من أهم التحديات التي يطرحها النظام الاقتصادي العالمي الجديد على الاقتصاديات الدولية والإقليمية والوطنية،حيث بلغت الظروف التي توفرها البيئة الاستثمارية والحوافز التي تقدمها للمستثمرين دورا كبيرا في جذب هذه الاستثمارات وتشجيعها على المشاركة في المشروعات الاقتصادية والإسهام في التنمية الاقتصادية. وجاءت هذه الدراسة لتسلط الضوء على التجربة الجزائرية في مجال جذب الاستثمارات وتهيئة المناخ الاستثماري في ظل زيادة أهمية الدول النامية كوجهة مفضلة لتدفق الاستثمارات الأجنبية بغية الوقوف على حقيقة الواقع وتحديد أهم معوقات وجود مناخ استثماري ملائم. Abstract: The environment of investment and general conditions that characterized the state play a major role in the performance of any economy, so that economic performance is linked to a large extent that overall conditions of the environment of investment positively or negatively. The attraction foreign and domestic investments is one of the most important challenges of the new global economic system on the international, regional and national economics the conditions provided by the investments environment and incentives offered to investors has reach a significant role in attracting these investments and encourage them to participate in economic projects and contribute to economic development. This study was to shed light on the Algerian experience in the field of attracting investment and the creation of the investment climate in light of the growing importance of developing countries as a preferred destination for foreign investment in order to stand on the reality and identify the most Important obstacles to the existence of favorable investment climate.
