دور السياسة المالية في استقطاب الاستثمار الأجنبي المباشر - حالة الجزائر -

الملخص
الملخَّـص: تعتبر السياسة المالية ، وبكل أدواتها من أهم محددات جذب الاستثمار الأجنبي المباشر إلى الدول المضيفة، خاصة إذا كانت في إطار سياسة اقتصادية كلية، متوازنة ومدروسة، تراعي نقاط قوة الاقتصاد الوطني وبالتالي الاستفادة من المزايا التي يقدمها الاستثمار الأجنبي المباشر إلى أقصى حد ممكن ، خاصة في الصناعات التصديرية ، ومحاولة منها تفادي مثالبه في القطاعات الإستراتيجية. والجزائر تعمل جاهدة مثلها مثل باقي الدول النامية على تطويع سياستها المالية وخاصة الضريبية منها، لتواكب متطلبات رأس المال المالي الدولي. Résume : Les instruments de la politique financière constituent sans nul doute l’un des facteurs déterminants d’attrait des investissements étrangers directs (IDE) au profit du pays hôte. Des lors, il importe par souci d’opportunité, qu’elle puisse être l’émanation d’une approche globale en terme de politique économique équilibrée, fondée sur une vision à long terme. A terme, l’objectif étant de tirer profit des avantages que procureraient les IDE, notamment en instaurant des conditions favorables à l’émergence d’un tissu industriel compétitif sur le plan international. L’Algérie n’est pas du reste, puisque les intentions sont clairement affichées du cote des pouvoirs publics, comme en témoignent les reformes incitatives mises en œuvre ces derniers années sur les plan financier et sur le plan de la fiscalité Abstract: There is no doubt that fiscal policy, and all the paraphernalia of the most important determinants of attracting foreign direct investment to the host countries, especially if they are in the context of economic policy in general, balanced and well thought out, taking into account the strengths of the national economy and thus benefit from the advantages offered by foreign direct investment to the maximum extent possible, especially in export industries, and an attempt to avoid the disadvantages in strategic sectors. Algeria is working hard like the rest of the developing countries to adapt fiscal policy, especially tax ones, to cope with the requirements of the international financial capital.
