الاتصال الجواري وتطبيق المقاربة التشاركية "قراءة في التجربة الجزائرية- المغربية"

الملخص
الملخَّـص: يحظى مفهوم "الاتصال الجواري" بأهمية بالغة من قبل السلطات العمومية في سياق الجهود المبذولة لتحقيق التنمية، وذلك بعد أن أثبتت التجارب في دول العالم، أنها مرتبطة بمدى مشاركة المواطنين وباقي الفاعلين في تسيير واتخاذ القرارات المحلية، حيث استدعى الأمر تبني المقاربة (التشاركية) تماشيا والتغيرات التي طرأت على المجتمعات، خاصة بعد أن أثبتت الديمقراطية "التمثيلية" للبرلمانات عجزها في التعبير بشكل حقيقي عن حاجات وانشغالات المواطن، وسيادة الإدارة "المركزية"، وعدم منح فرصة كافية للحكم "المحلي" اللامركزي، وعدم تفعيل علاقة المواطن بالإدارة، وهذا في إطار التوجه الرامي لجعله (مشاركا) حقيقيا في سيرورة التنمية، في ظل توفر آليات ملائمة لتحقيق ذلك. Résumé: la « communication de proximité » occupe une importance pour les pouvoirs publics dans le cadre des efforts visant à parvenir à un développement, après que l'expérience ait montrée à travers le monde qu’il faille lier les citoyens et les différents acteurs à la participation de la gestion locale, d’adopter l’approche (participative) pour suivre les changements dans les communautés, en effet après avoir démontré l'incapacité de la démocratie "représentative" des parlements, et que la domination de l'administration "centrale" n’accorde pas la possibilité au « gouvernement local » d’activer la relation avec les citoyens, qu’ils devraient avoir a disposition des mécanismes appropriés pour atteindre cet objectif. Abstract : The "proximité communication" occupies importance in the public authorities in ordre to achieve development, where the experiences in the world shows that, it is necessary to relate citizens by the different actors to participation in the management local, when it needs to adopt an approach (participatory) to track changes that have occurred in communities, specially after proving the inability of the democracy "representative" of parliaments, and also the domination of the administration "central" and not to grant a possibility for "local goverrnment" and not activate the relationship between citizens, with the availability of appropriate mechanisms to achieve the objective.
