الملخص
الملخص الحكم الرشيد من المفاهيم التي نالت رواجا في العشريتين الأخيرتين، حاملا مضامين تعبر عن هيمنة النموذج الليبرالي في أبعاده الاقتصادية و الاجتماعية و السياسية، كنموذج للدول النامية أن تحتذي به كشرط ملزم لهذه الدول حتى يتسنى لها الحصول على المساعدات و القروض لتحقيق التنمية. و لئن كانت صورة الحكم الرشيد و آلياته واضحة إلى حد بعيد في الأدبيات الغربية، فقد طرح جدلا واسعا في كيفية التعامل معه أو ترجمته،سواء بالاستخدام الحاضر للمفهوم أو للمعاني التاريخية التي يحملها و علاقته بالموروث الفكري و الثقافي للحضارة الإسلامية. و لم يقتصر الجدل على المفكرين العرب بل امتد ليشمل عديد المفكرين من الدول النامية الذين رأوا فيه شكلا لهيمنة الدول الغربية التي تكيل بمكيالين في تعاملها مع الدول النامية حيث تفرض مبادئ الحكم الرشيد على دول و تغض الطرف على دول أخرى،مراعاة لمصالح القوى المهيمنة في العالم. summary Good gouvernance a catch word over the last two decades.it has become expresses the domination of the liberal model in its economic,social and political dimentions as an ideal for the developing countires in order to get aids and loans to achieve development . While the image of both concept and principales of good governance were clear enough in western literature ,it was not the same among Arab intellectuals neither in its translation nor in how to deal with it,in its relationship with the heritage of Islamic civilization. The debate on good governance was not exclusive to Arab intellectuals in developing coutries,have also participated in the debates some of them saw in the concept a new form of western domination over their third world and the continued dependence countires to the dictations of international organizations whom they accuse of lacking fairness insisting on the the application of the conditions of good governance to some countries and closing their eyes when it comes to others favouring the interests of the dominating powers in the world.
