الملخص
ملخص: إن تزايد أعباء الدولة وصعوبة تسييرها من الإدارة المركزية، كما أنه للجماعة المحلية حاجات خاصة تمس شؤون الإقليم مباشرة وتجسيدا لمبدأ الديموقراطية فالمنتخب المحلي هو الأقدر على حل مشاكل ولايته أو بلديته من المسؤول في العاصمة جعل من المشرع يعترف للجماعات المحلية بقدر من الصلاحيات تحقيقا للتنمية. كما أن أهم مقومات الحكم الراشد تقضي عدم تخلي الإدارة المركزية عن حقها في الرقابة على الجماعات المحلية تجسيدا لدولة القانون. Abstrait in English: The increasing burden of the state and the difficulty runs from the central administration, as it is the local group special needs affect the affairs of the region directly and the embodiment of the principle of democratic local pits is best able to solve his problems or his municipality of charge in the capital, making it the legislator recognizes local communities as much as the powers in order to achieve development. The most important elements of good governance requires not abandon the central administration for the right to control local groups embodiment of the rule of law.
