الملخص
Abstract : The génération of général réflective view for building pacification requires a selection of important expansion in the urban field for an overall urban revolution in the southern sphere in general, and in the city of Biskra in particular, taking into consideration the miscellaneous dispositions and considerations of the city in question. This has for objective the enhancement of a double standard objective which is: the realization of an economic and social development in all regions and the contribution to the realization of a durable development, as well as the preservation of nature and the scarce and limited resources to meet the future needs of the population Résume : L’élaboration d’une réflexions prospéctive en matière de planification urbaine, éxige un plan d’urbanisme efficace pour conformer la ville à ce qu’elle doit être, dans la régions du sud, et plus précisément dans la ville de Biskra, en s’appuyant sur de multiples considérations et dispositifs de la ville, tout en réalisons un double objectifs : Le développement durable et la préservation des ressources rares de la régions afin de subvenir aux besoins des habitants dans le future الملخص : إن وضع تصور عام للتخطيط العمراني يتطلب تحديد أهم مناطق التوسع في المجال الحضري لنهضة عمرانية شاملة في إقليم الجنوب بصفة عامة ومدينة بسكرة بصفة خاصة، طبقاً لاعتبارات وإمكانات متعددة بالمدينة، من أجل تحقيق تنمية عمرانية والاقتصادية-الاجتماعية بكل المناطق، ومٌساهمة في تحقيق التنمية المستدامة، والمحافظة على البيئة والموارد النادرة لضمان الحاجات المستقبلية للسكان.
