الملخص
The success of local bodies in achieving greater rates possible for local development, to a large extent on the size of their financial resources, but these bodies often suffer deficits in the provision of financial resources necessary to fund local development programs, making it difficult for them to implement all or some of the programs necessary for the population local units may produce such problems mainly for several reasons, including compliance with local groups central authority in regard to access to financial resources, or control over the budget and on the various aspects of exchange for revenues, in addition to the lack of efficiency in the management of resources. However, despite all the efforts made by this field, the reality of local development does not fully reflect the size of this tender, due to the many obstacles and problems in which most of the municipalities flounder, which reduced the effectiveness of their role in the development that the citizen aspires to. Based on this reality and in light of the economic conditions experienced by the country, it is time to activate the role of municipalities in achieving local development through a number of effective measures
