أهمية استحداث صندوق ثروة سيادي لتنويع مصادر التمويل ومرافقة التحول الاقتصادي في الجزائر

الملخص
تهدف هذه الدراسة إلى إبراز مدى أهمية إنشاء صندوق ثروة سيادي في الجزائر لاستغلال الفوائض المالية الحالية والتي يمكن تحقيقها مستقبلا من اجل تنويع مصادر تمويل الاقتصاد الجزائري، وتوفير موارد مالية خارجية مستدامة يمكن للحكومة استخدامها في تمويل ومرافقة سياسات وبرامج التنويع الاقتصادي التي شرع في تنفيذها من اجل التخلص من التبعية المفرطة لقطاع المحروقات، التي تعد السبب الرئيسي للصدمات الدورية التي يتعرض لها الاقتصاد الوطني نتيجة التقلبات وعدم اليقين الذي يميز أسعار النفط على المدى القريب والبعيد، وفي نفس السياق سيتم إقتراح نموذج صندوق ثروة سيادي خاص بالجزائر يدعى بصندوق الاستثمارات الخارجية الجزائري يتضمن الإطار القانوني والهيكل التنظيمي وإستراتيجية الاستثمار في الصندوق. This study aims to confirm the importance of creating a sovereign wealth fund in Algeria to exploit the fiscal surpluses in order to diversify the sources of financing the Algerian economy, and providing a sustainable financial resources that can be used to accompanied its efforts to achieve economic diversification and eliminate the excessive dependence to the oil sector. which is the main cause of the periodic shocks that are exposed the Algerian economy as a result of volatility and uncertainty that characterizes oil prices in the short and the long term, and in the same context we will be developing a model of sovereign wealth fund for Algeria which is called the Algerian Foreign investments fund that includes the legal framework ,the organizational structure and investment strategy of the Fund.
