واقع الفساد الاقتصادي في الجزائر وأشكالھ المتعددة

الملخص
یعرف الفساد على انھ سوء استعمال السلطة من أجل تحقیق مكاسب خاصة، وھو منتشر في كل دول العالم دون استثناء لكن بدرجات متفاوتة، كما أن لھ العدید من الآثار السلبیة على الاقتصاد بل یعتبر أھم عامل یعوق مسیرة التنمیة في البلاد، حیث بالرغم من الفوائض المالیة الكبیرة التي حققتھا الجزائر في السنوات الماضیة نتیجة لارتفاع أسعار البترول، إلا أن مشاریع التنمیة المسطرة لم ترق إلى المستوى المطلوب ، حیث یلتھم الفساد اغلب الموارد المخصصة لتمویلھا عن طریق الرشاوى والصفقات المشبوھة و اختلاس الأموال وتھریبھا وإعادة تقییم المشاریع، والتھرب الضریبي والجمركي ، ...الخ. وما یؤكد ھذا ھو الرتب المتدنیة للجزائر في مؤشرات الفساد العالمیة حیث احتلت الجزائر المرتبة 100 ب 3.6 درجة من أصل 174 دولة سنة 2014 وھي مرتبة متأخرة جدا تعكس مدى تفشي الفساد في الدولة وان معظم الصفقات و المشاریع التنمویة خاضعة على الأقل لنوع من أنواع الفساد. Corruption is defined as the abuse of power in order to achieve a private gain, Which is prevalent in all countries of the world, without exception, but to varying degrees, It also has many negative effects on the economy but rather is the most important factor hampering the development process in the country, Although large financial surpluses achieved by Algeria in recent years as a result of higher oil prices, however, the development projects that have not lived up to the required level, Where corruption devoured most of the resources allocated to fund projects through bribes and suspicious transactions and misappropriation of funds and smuggling them and re-evaluation of projects, Tax and customs evasion, and What confirms this is a low-level of Algeria in the global corruption indicators Where Algeria occupied ranked 100 out of 174 countries in 2014,and It is too late arranged that reflect the extent of corruption in the state and most of the deals and development projects are subject to at least some kind of corruption.
