مؤشرات النزاهة الانتخابية بين النصوص الدولية والتطبيقات الداخلية

الملخص

إن إجراء الانتخابات في أي بلد، لا يعني أن نظام الحكم به قد أصبح نظاما ديمقراطيا، وتخلص بذلك من صفات الأنظمة التسلطية أو الشموليةً. فالانتخابات في النظام الديمقراطي لابد أن تستند إلى أمرين أساسيين، الأول: دستور ديمقراطي يضع المبادئ الرئيسية للديمقراطية موضع التطبيق الحقيقي، والثاني أن تتسم هذه الانتخابات بثلاثة سمات أساسية هي: "الفعّالية" و"الحرية" و"النزاهة". وعليه (وحسب النصوص والمواثيق الدولية) يمكن أن القول أن مفهوم "الانتخابات الديمقراطية" يعني أنها عملية اختيارٍ من بين عدة بدائل، وتتسم بأنها: فعّالة: لأنها تستهدف التعبير عن مبدأ أن الشعب هو مصدر السلطة، وانتخاب الحكام وتسوية الصراع على السلطة بطرق سلمية، وتوفير الشرعية الشعبية للحكام، وآلية التداول على المناصب السياسية العليا، ومحاسبة الحكام، ولأنها تمثل مصدراً لتوعية وتثقيف المواطنين، وتجنيد السياسيين والقادة، وأنها حرة: لأنها تستند إلى مبدأي حكم القانون والتنافسية وتحترم حريات وحقوق المواطنين الرئيسية، و نزيهة: لأنها تُجرى بشكل دوري وتقوم على نظام انتخابي عادل وفعّال وتستند إلى حق الاقتراع العام ويلتزم القائمون عليها بالحياد السياسي والحزبي في إدارتها وبالشفافية في تسجيل الناخبين وفي فرز الأصوات وإعلان النتائج.
