الإستراتيجية الوطنية للبيئة والمخطط الوطني للنشاط البيئي والتنمية المستدامة

الملخص
يشكل التخطيط عمل أساسي تقوم به الدولة في جميع القطاعات لترقيتها،أي لتطويرها والنهوض بها. في إطار هذا التخطيط، تندرج الإستراتيجية الوطنية للبيئة والمخطط الوطني للنشاط البيئي والتنمية المستدامة، اللذان يشكلان الأداة المفضلة لوضع وتنفيذ السياسة الوطنية في مجال البيئة. فيما يخص منهجية العمل، تشكل التقارير حول حالة ومستقبل البيئة الإطار المرجعي لرسم الإستراتيجية الوطنية للبيئة. لقد تم الاعتماد على تقريري سنتي 2000 و2003 لإبراز دور هذه التقارير لوضـــع الإستـــراتيجية المذكـــورة. من حيــث المحتـــوى، ترتكــــز الإستــــراتيجية على تشخيــص لمجـــالات البيئــية والاقتصــاد والإقليــم وتتضــمن عــددا من الأهداف والعناصر. كما تبنت التشاور بين كل الفاعلين والأطراف المعنية كقاعدة عمل لإعدادها. فيما يتعلق بالمخطط الوطني للنشاط البيئي والتنمية المستدامة، الذي يشكل أداة تنفيذ الإستراتيجية الوطنية للبيئة، لقد تم التطرق إلى كيفية إعداد هذا المخطط، كما حددها التشريع، ثم تم عرض بصفة مختصرة محتوى مخطط سنة 2002. Planning is an essential act carried out by the State in all fields with a view to their promotion, that is to say to ensure their development and progress. The national environmental strategy and the national plan for the environment and sustainable development are part of this planning and are the preferred tool for the development and execution of national policy in the field of environmental protection. With regard to the working method, the reports on the state and future of the environment constitute the reference framework for the definition of the national environmental strategy. The reports for 2000 and 2003 were taken as a basis for showing the role of these reports in the definition of the strategy. In terms of content, the strategy is based on the diagnosis of the environment, economy and territory, and includes a series of objectives and elements. In addition, it has adopted a dialogue between all the actors and the parties concerned as a working rule for its elaboration. With regard to the national plan for environment and sustainable development, which presents itself as a tool for the implementation of the national environmental strategy, the method for drawing up this plan, as laid down by legislation, and the succinct content of the 2002 plan was presented.
