الملخص
Across the world and over the years, the governments try to organize the different political, social, economic and cultural frameworks in their quest for a better future to their people, in order to make it in a template which accommodates the idiosyncrasies on which all its members must base in their own communities, so that, the interaction between all the components is necessary and certain to accomplish the goals and the programs directed for the resources that are always characterized by the scarcity and the large number and diversity of use, and here poses a problem of flow of the latter in the appropriate manner and timing and also in the way originally emitted due to the concerted harmony for the efforts of all, each according to its position.
