المكتبات الرقمية وقضاياها الفكرية

الملخص
تهدف الدراسة إلى بيان مفهوم المكتبات الرقمية، كما تتطرق إلى إلقاء الضوء على كل ما يتعلق بمفهوم المكتبة الرقمية وقضاياها الفكرية، من حيث المفهوم والتطور والمزايا، وأهداف التحول إلى المكتبة الرقمية وأسبابه، مروراً بالمراحل المقترحة في مشاريع المكتبة الرقمية، والتطرق إلى موضوع حقوق النشر والملكية الفكرية، ومشكلات المكتبة الرقمية وصولاً إلى مستقبل المكتبة الرقمية. وفي ضوء استعراض الأدب النظري المتعلق بالدراسة، يقدم الباحث العديد من التوصيات كرقمنة مقتنيات المكتبة التقليدية ونشرها على شبكة الإنترنت على مراحل مُخطط لها، وإعادة هندسة تصميم إجراءات العمل الإدارية والتنظيمية والفنية بما يتناسب والبيئة الرقمية الجديدة . Abstract The study aims at identifying the concept of digital library, it also tries to shed the light on the most significant intellectual issue presenting its definition, development, characteristics, and the purpose of turn into digital library, passed by the proposed stages of digital library transition, it also discusses copyrights and intellectual property, the problems and challenges of digital library, and finally the future of digital library. In the light of review of literature, the researcher recommended to digitize the components of traditional library and published on- line in planned manner, and reengineering the design of procedures of administrative, organizational and technical work fitting with modern digital environment.
