Long considered the cradle of civilizations, the Mediterranean was also the scene of recurring confrontations between the two shores. Thus, since Roman times, this space suffered in turn the horrors of wars of conquest, those of the crusades and colonial expeditions, before the appearance and development of new fractures encouraged the two shores to begin dialogues. in order to contain them. However, even beyond the indisputable advantages that the Mediterranean States can draw from their functional cooperation, the major challenge today consists of bringing together the points of view between the countries bordering the mare nostrum, the differences in perception giving rise to the formulation of fairly differentiated strategic priorities, but above all to a wide range of cooperation policies favoring more or less consensual modes of action, which does not fail to affect the efficiency of the rapprochement efforts undertaken.
