Deep Strategy For Containing The Socio-security Threats In Africa

Abstract

This study examines the diagnosis of the security environment components of the African continent by discussing three main axes: The first one relates to the background for analyzing the sources of the sociosecurity threat that undermines stability at the different levels of security: local, regional, continental and international. This is done through using the analytical units of the Regional Security Complex Theory (RSCT). The second deals with the process of analyzing the sources of the sociosecurity threat, summarized in the components of density and expansion. The third and last axis discusses the deep strategy for dealing with the complexities of continental security as an approach to containing sources of threat and, at the same time, how to recover from the effects of multifaceted security crises. This strategy focuses on examining the root aspects of the security environment by going beyond the traditional diagnosis focused on the national security of states and the fragmented societal security thesis proposed by the "Copenhagen School". Deep strategy treats the interconnected security processes within multi-theater interacted domains: security perceptions, sociological links; societal needs, national security requirements, in addition to security interdependence between the continental and international levels. تبحث هذه الدراسة في تشخيص مكونات البيئة الأمنية في القارة الأفريقية من خلال مناقشة ثلاثة محاور رئيسية: الأول يتعلق بخلفية تحليل مصادر التهديد الأمني الاجتماعي الذي يقوض الاستقرار على المستويات الأمنية المختلفة: المحلي والإقليمي والقاري والدولي. ويتم ذلك من خلال استخدام الوحدات التحليلية لنظرية مركب الأمن الإقليمي (RSCT). أما الثاني فيتناول عملية تحليل مصادر التهديد الاجتماعي-الأمني، وتتلخص في عنصري الكثافة والتوسع. ثالثا وأخيرًا، يناقش الاستراتيجية العميقة للتعامل مع تعقيدات الأمن القاري كمقاربة لاحتواء مصادر التهديد، وفي الوقت نفسه كيفية التعافي من آثار الأزمات الأمنية متعددة الأوجه. وتركز هذه الاستراتيجية على دراسة الجوانب الجذرية للبيئة الأمنية من خلال تجاوز التشخيص التقليدي الذي يركز على الأمن القومي للدول وأطروحة الأمن المجتمعي المجزأ التي طرحتها مدرسة كوبنهاجن. وتعالج الاستراتيجية العميقة العمليات الأمنية المترابطة ضمن مجالات متداخلة ومتعددة: التصورات الأمنية، والروابط الاجتماعية، والاحتياجات المجتمعية، ومتطلبات الأمن القومي، بالإضافة إلى الترابط الأمني بين المستويين القاري والدولي.
