الملخص
الملخص : تهدف هذه الورقة البحثية الى معرفة مدى ارتباط و تأثير عاملي التكنولوجيا والتطوير على أداء بيئة الاعمال العربية ( الجزائر – قطر–مصر ). حيث تم التطرق الى تحليل واقعية المؤشرات المؤثرة عليها، ومحاولة ربطها بتحفيز الجانب الابتكاري لدى هذه الدول. تمثلت هذه المؤشرات والتي صيغت في شكل نُظمي من خلال قياس نسب المؤشرات المرتبطة بمتغيرات الدراسة . تم التوصل الى أن بيئة الاعمال في الجزائر سجلت نتائج متدنية مقارنة بدول أخرى ( الامارات التي جاءت في المرتبة الأولى عالميًا في المؤشر العالمي لريادة الأعمال 2022 بحسب التقرير الصادر عن المرصد العالمي لريادة الأعمال Global Entrepreneurship Monitor (GEM) ) . حيث واجهت الجزائر صعوبات متعلقة بطبيعة النسيج الاقتصادي الوطني، غياب الثقافة المقاولاتية، ضعف برامج التكوين و التعليم المتعلقة بريادة الاعمال (المقاولاتية)، غياب الأصالة و الإبداع، ضعف مؤهلات المقاول، الصعوبات المالية...الخ. Abstract : This research paper aims to examine the relationship and impact of technology and development factors on the performance of the business environment in Arab countries (Algeria, Qatar, and Egypt). The study analyzes the practical indicators influencing this environment and attempts to link them to the innovation stimulation in these countries. These indicators were systematically formulated by measuring the ratios of indicators related to the study variables. The findings revealed that the business environment in Algeria recorded lower results compared to other countries (the UAE ranked first globally in the Global Entrepreneurship Index 2022, according to the report issued by the Global Entrepreneurship Monitor (GEM)). Algeria faced challenges related to the nature of the national economic fabric, the absence of an entrepreneurial culture, weak training and education programs related to entrepreneurship, lack of originality and creativity, weak qualifications of entrepreneurs, financial difficulties, etc.
