الملخص
الغرض من هذه الورقة البحثية هو تقديم لمحة عامة حول الآليات القانونية التي اعتمدتها الجزائر لإدارة مواردها المائية، كإحدى الوسائل التشريعية الكفيلة لاستدامة المياه وحمايتها، من خلال تبيان مظاهر الحماية القانونية والمادية التي يحمي بها المشرع الموارد المائية، وإعطاء صورة عن وضعية قطاع المياه، ونوعية الهياكل المؤسساتية التي تدير وتشرف على البرامج والمشاريع التنموية في تطوير نظم وتقنيات التي تحافظ على الثروة المائية وتحمي البيئة، حتى تقلل من ظاهرة التغير المناخي. وصولا إلى وضع مجموعة من التوصيات لنعرضها في الملتقى لعلها تجد آذانا صاغية عند أصحاب القرار. The purpose of this research paper is to provide a general overview of the legal mechanisms that Algeria has adopted to manage its water resources, as one of the legislative means to ensure water sustainability and protection, by demonstrating the aspects of legal and physical protection with which the legislator protects water resources, and giving a picture of the status of the water sector and the quality of the structures. The institutions that manage and supervise development programs and projects in developing systems and technologies that preserve water resources and protect the environment, in order to reduce the phenomenon of climate change. Leading up to developing a set of recommendations to be presented at the forum, in the hope that they will find listening ears among decision makers.
