الملخص

الملخص: الإدارة الإنتخابية هي الهيئة أو الجهاز المسؤول على تنظيم العملية الإنتخابية، وتتطلب الإدارة الجيدة للإنتخابات وجود مؤسسات دائمة تتميز على الخصوص بالإستقلالية والحياد لتحقيق الغاية من إنشائها، وهي ضمان تنظيم إنتخابات حرة ونزيهة تعكس الإرادة الشعبية وتضمن تمثيل حقيقي للناخبين، وقد عرفت كل من تونس والجزائر العديد من الإصلاحات في هذا المجال للوصول إلى إدارة إنتخابية تجمع بين الكفاءة والحياد والنزاهة، وإستجابة لحراك شعبي في البلدين تم إنشاء هيئتين مستقلتين تكلفان بتنظيم الإنتخابات عبر كافة مراحلها منذ دعوة الهيئة الناخبة إلى غاية إعلان النتائج، ولمعرفة قدرة الهيئتين على تحقيق أهدافهما وجب دراسة تنظيمهما ومهامهما والصلاحيات الممنوحة لهما لتقدير ذلك. Abstract : The electoral administration is the body responsible for organizing the electoral process, and good election management requires the presence of permanent institutions with independence and impartiality to achieve the purpose of its establishment, which is to ensure the organization of free and fair elections that reflect the popular will and ensure true representation of voters. Both Tunisia and Algeria have known many reforms in this field. To reach an electoral administration that combines efficiency, neutrality, and integrity, and in response to a popular movement in the two countries, two independent bodies were created charged with organizing the elections through all their stages, from the invitation of the voting body until the announcement of the results. To know the ability of the two bodies to achieve Their purpose, their organization, tasks, and the powers granted to them must be studied to estimate this.
