مفهوم الإدارة المحلية ودورها في التنمية الشاملة

الملخص
تعتبر الادارة المحلية شكلا من أشكال التنظيم الاداري، حيث تتوزع بموجبه المهام الادارية بين الحكومة المركزية وهيئات محلية منتخبة ومستقلة، هذه الاخيرة تمارس نشاطها الاداري تحت إشراف ورقابة الحكومة المركزية، وتكون مسؤولة أمام المواطنين المحليين، كما تقوم الادارة المحلية بوظيفة مكملة لمهام الحكومة المركزية من جهة، ومن جهة ثانية تعتبر أداة للتنمية المحلية تسعى إلى الرفع من كفاءة الاداء الاداري للدولة للنهوض بالتنمية المحلية والشاملة في مختلف المجالات الادارية أو الاقتصادية أو الاجتماعية أو السياسية. يعتبر نجاح الإدارة المحلية هدفا يحتاج إلى بذل الكثير من الجهود التي تتعلق بإعداد الكفاءات البشرية الفنية والإدارية، وإلى تنمية الوعي الشعبي بأهمية الإدارة المحلية وضرورة المشاركة، وإلى تدعيم وفاعلية الرقابة المركزية على الإدارات المحلية . Abstract Local administration is considered a form of administrative organization, whereby administrative tasks are distributed between the central government and elected and independent local bodies. The latter exercise their administrative activity under the supervision and control of the central government, and are accountable to local citizens. The local administration also performs a function complementary to the tasks of the central government on the one hand. On the other hand, it is considered a tool for local development that seeks to increase the efficiency of the state’s administrative performance to promote local and comprehensive development in various administrative, economic, social or political fields. The success of local administration is considered a goal that requires a lot of efforts related to preparing technical and administrative human competencies, developing popular awareness of the importance of local administration and the necessity of participation, and strengthening and strengthening the effectiveness of central control over local administrations.
