Preliminary Indicators Of Port Development In Sensitive Environments

Abstract
The objective of this article is to establish decision support system to break with preconceived solutions and adopt better governance of the project. In order to respond to the industrial problem, which is "what is the objective of the development of the territorial system around the port" For this, we support the need to undertake a multicriteria approach to address our problem. We developed three approaches: the territory approach, the project approach and the agent approach. Keywords : Land development, port development, indicator, environment, project governance. ملخص : الهدف من هذا المقال هو انشاء نظام لدعم القرار لتفادي الحلول المسبقة و اعتماد حوكمة أفضل للمشروع. و من أجل الإستجابة للإشكالية الصناعية و التي تتمثل في ما هو الهدف من تطوير النظام الإقليمي للمناء ؟ لهذا فإننا نؤيد ضرورة إتباع نظرية متعددة المعايير للإجابة على إشكاليتنا لأجل ذلك قمنا بتطوير ثلاث نظريات: نظرية الإقليم و نظرية المشروع و نظري الوكيل كلمات مفتاحية: تهييئة الإقليم، تهييئة المناء، مؤشر، المحيط، حوكمة المشاريع.
