The Presistence Of The Presidendial Preeminence On The Constitutional Amendment Process In The 2020 Constitution

Abstract
Constitutional amendment is a natural response to political , economical and social changes . This constitutional mechanism has its own particularity in Algerian constitutional regime , because on one side only the president of the republic has the right to take the initiative of the constitutional amendment , on the other side the president has the fully power to choose its way whether it is long or short , so he gets to choose his partners in this process , and before that a special and unique relationship was set up by the constitution between the president and the people source of sovereignty when it comes to the constitutional amendment . That’s why it was expected to reform the constitutional amendment process and its particularities in the 2020 constitutional amendment , what did not happen since these presidential preeminence still persist .
