الملخص

The human capital is an important factor and essential to economic development, but the process of preparing this capital requires the presence of an educational system efficient and effective in order to prepare the latter to enter the market work and contribute to the creation of wealth, where education is one of the most important aspects that contribute to the expansion of the capacity of individuals in terms of knowledge and skills is also a source of production of human capital. From this standpoint, the effectiveness of the education system, not linked to the size of its outputs or structures and installations fitted to him, as far as measured by its ability to provide the labor market in the hands of qualified workforce and specialized according to the requirements of this market and here highlights the role of theoretical analysis when economists first and contemporaries to confirm the close relationship between human capital and labor market where the motor and the popularity of obtaining certificates and professional licenses integrating with the idea of ​​individuals as investors Education and training make the value balance of person of human capital, so the more invested more, whenever of return expected more, and this is what we will try to highlight through this paper research.
