التنمية المستدامة و تحدياتها في الجزائر Sustainable Development And Its Challenges In Algeria

الملخص
باللغة العربية: حتل التنمية المستدامة مكانا بارزا على المستوى الدولي والوطني على حد سواء ، وغدت من أهم اهتمامات مختلف الحكومات لأنها مطلب سياسي لتحقيق العدالة والإنصاف في توزيع مكاسب التنمية والثروات بين مختلف الأجيال، على اعتبار أن الفقر يتطلب جهودا مظنية للقضاء على المشاكل التي تنجر عنه ، وتشكل التنمية أداة ناجعة لمواجهة مختلف التحديات المتنامية للأفراد في تحقيق مستقبل أفضل والعيش بسكينة وسلام وراحة . واذا كان مؤتمر استوكهلم للتنمية البشرية 1972 قد ربط بين البيئة والإنسان ، فانه في مؤتمر ريو ديجانيرو 1992 تم ربط البيئة بالتنمية المستدامة ، وفي 2002 أعاد المجتمع الدولي النظر في قضايا البيئة، أما سنة 2012 فشكلت المحطة الفاصلة في قضايا حماية البيئة ، فأصبح العالم مطالبا في ريو + 20 ببذل الجهود ليس لتشخيص البعد البيئي فقط، بل لتقييم الجهود البيئية والتفكير في آليات ذلك . ولقد عملت الجزائر على إدراج مفهوم التنمية المستدامة في مختلف القطاعات وذلك للنهوض بالاقتصاد الوطني ، فواجهتها في ذلك معوقات كثيرة ، غير أنها بذلت في سبيل تحقيق ذلك جهودا مظنية. وتهدف المداخلة لتحديد مفهوم التنمية المستدامة ، وتسليط الضوء على المعوقات التي واجهت الجزائر، والجهود المبذولة في سبيل مواكبة التوجهات الدولية التي تعمل على تكريس مفهوم التنمية المستدامة في جميع المستويات. باللغة الانجليزية: At both the international and the national levels, sustainable development features prominently and has become one of the central concerns of several governments since it is a political requirement for achieving justice and equity in the distribution of development gains and wealth among different generations the fact that poverty requires strenuous efforts to eliminate the problems it results. Sustainable development does also represent an effective tool to meet the various growing challenges of individuals in making a better future and living in peace, tranquillity and comfort. In 1992, the Conference of Rio de Janeiro linked the environment to sustainable development contrary to the Stockholm Conference on Human Development 1972, which linked the environment to the human being. Yet after, in 2002, the international community reconsidered environmental issues while 2012 was the watershed in environmental protection issues and therefore, in Rio + 20 the world demanded more efforts not only to diagnose the environmental dimension, but also to assess environmental efforts and think about the related mechanisms. Algeria, as well, has worked to incorporate the concept of sustainable development in a range of sectors in order to promote the national economy, which has faced many obstacles and despite that, the country has made great endeavours to achieve that. Our intervention aims at defining the concept of sustainable development, highlighting the hindrances that faced Algeria in addition to the efforts made to keep pace with the international trends, which work to consecrate such a concept at all levels.
