الملخص
Abstract: In its administrative systems, Algeria has adopted an electronic administration system that will move to paperless administration by digitizing administration activities and work to improve the quality of public services. The application of the digitization system at the level of the Land Survey and Real Estate Conservation away from all complexity and with full transparency, in order to strengthen real estate security. And fighting all administrative corruption that hinders the success of investment projects.Department as a public facility has played an important role in encouraging investment by regulating and protecting the rights of investors in real estate properties by providing electronic services quickly at any time, to simplify administrative procedures. الملخص: تبنت الجزائر في نظمها الإدارية نظام الإدارة الإلكترونية الذي من شأنه الإنتقال إلى إدارة بلا ورق عن طريق رقمنة نشاطات وأعمال الإدارة لتحسين نوعية الخدمات العمومية، ولقد لعب تطبيق نظام الرقمنة على مستوى إدارة مسح الأراضي والحفظ العقاري كمرفق عمومي دورا هاما في تشجيع الإستثمار بتنظيم وحماية حقوق المستثمرين في الممتلكات العقارية من خلال تقديم خدمات إلكترونية سريعة في أي وقت، تبسيطا للإجراءات الإدارية،وبعيدا عن كل تعقيد وبكل شفافية؛ تدعيما للأمن العقاري،ومحاربةلكل فساد إداري يقف أمام نجاح المشاريع الإستثمارية.
