الملخص
رمي وإهمال النفايات المنزلية بالرصيف أو بالطرقات يعد جريمة تضمنته القوانين الوطنية كونها ظاهرة مضرة ومشينة وتسيء إلى مرتكبيها وساكني المنطقة، كونهم لا يدركون المخاطر والسلبيات التي تنجر عنها، وكونها جريمة تتسبب في التلوث سواء كان تلوث هوائي أو مائي أو أرضي، أي للبيئة بصفة عامة، مما يستدعي التعامل مع هذه الجريمة بعقلانية، وذلك باتباع إجراءات وتسيير مخطط مستدام تقوم به مصالح الجماعات المحلية وكذا الأفراد، مما يجعلنا نسلط الضوء على هذه الظاهرة بناء على ما جاءت به القوانين الجزائرية، وعلى الخصوص قانون تسيير النفايات ومراقبتها وإزالتها. Throwing and neglecting household waste on the sidewalk Abstract Throwing and neglecting household waste on the sidewalk or on the roads is a crime enshrined in national laws, as it is a harmful and shameful phenomenon and offends the perpetrators and the residents of the region, as they are not aware of the dangers and negatives that result from it, and it is a crime that causes pollution, whether it is air, water or land pollution, that is, to the environment in general. This calls for dealing with this crime rationally, by following the procedures and conduct of a sustainable scheme carried out by the interests of local groups as well as individuals, which makes us shed light on this phenomenon based on what was brought about by Algerian laws, and in particular the law of waste management, control and removal.
