الملخص
الملخص : لا تعد اللامساواة في المجتمع ظاهرة جديدة، ومع ذلك فقد تكون ذات آثار مدمرة لاسيما إذا تركت بغير رادع، فيمكن أن تقوِّض الأسس ذاتها التي ترتكز عليها التنمية. وعلى مدار العقدين الأخيرين، تزايدت اللامساواة في الدخل المتوسط داخل الدول وبين بعضها البعض .ونتيجة لذلك، تعيش الأغلبية العظمى من سكان العالم وخاصة في الدول النامية في مجتمعات أقلّ مساواةً اليوم مما كانت عليه منذ 20 عامًا مضت.ولذلك فإن أطر سياسات التنمية التي تركز على اللامساواة إمّا في المخرجات أو في الفرص لا تكفي بذاتها لمواجهة اللامساواة في الرفاهية الإنسانية، نظرًا لترابط الفرص والمخرجات ببعضها البعض، ولابد لسياسة التنمية أن تتناولهما معًا. Abstract : Inequality in society is not a new phenomenon, and yet it can be fatal, if left unchecked, it can undermine the very foundations of development by hindering economic progress, weakening democratic life and threatening social cohesion. Over the last two decades, income inequality has been growing on average within and across countries. As a result, a significant majority of the world’s population lives in societies that are more unequal today than 20 years ago. Remarkably, in many parts of the world, income gaps have deepened, despite the immense wealth created through impressive growth performances. In fact, the sharpest increases in income inequality have occurred in those developing countries, and development agenda in these countries has not alleviated disparities, but rather exacerbated them. Hence, development policy frameworks that focus on the inequality either of outcomes or of opportunities by themselves are inadequate for addressing inequality in human well-being, given the interdependency between opportunities and outcomes, and development policy must address inequalities of both.
