دور رئيس الدولة في العلاقات الخارجيّة

الملخص
يتسم دور رئيس الدولة في العلاقات الخارجيّة بأهمية كبيرة في جميع الأنظمة الدستوريّة، سواء كانت ذات النظام البرلمانيّ أو الرئاسيّ؛ لكونه _ رئيس الدولة _قمة الهرم القانونيّ في الدولة، ويتمتع باختصاصات عديدة وتختلف من نظام لآخر، وهذه الأختصاصات يحددها الدستور أو القانون ويمثل الدولة في جميع المحافل داخل الدولة وخارجها ويعبر عن إرادة الشعب أمام المجتمع الدولي ويتمتع بحصانة دوليّة من أي اعتداء؛ لذلك فإنّ رئيس الدولة له دور كبير في العلاقات الدوليّة وهذا ما اتفق عليه المجتمع الدوليّ؛ لأنّ مركز الرئيس هو مركز خاص بوصفه العضو الأعلى في الدولة في علاقاتها الدوليّة ويكتسب هذا المركز بمجرد توليه منصبه أيًّا كان نظام الدلوة وقوانينها. The role of the head of state in foreign relations is of great importance in all constitutional systems, whether parliamentary or presidential. Because he - the head of state - is the top of the legal hierarchy in the state, and he has many powers that differ from one regime to another, and these powers are determined by the constitution or the law. He represents the state in all forums inside and outside the country, expresses the will of the people before the international community, and enjoys international immunity from any attack. Therefore, the head of state has a major role in international relations, and this is what the international community has agreed upon. Because the position of the president is a special position as the highest member of the state in its international relations, and he acquires this position as soon as he assumes his position, regardless of the system and laws of the state.
