الإدارة العمومية الجزائرية بين الرقمي والورقي

الملخص
تهدف ورقتنا البحثية إلى تسليط الضوء على واقع الإدارة العمومية في الجزائر نحو تحولها وتعاملها بنظام الرقمنة، التي جاءت بها الإصلاحات الرشيدة ،والسياسات الإدارية في الجزائر التي شددت على ضرورة عصرنة وجودة الإدارة العمومية، باستخدام تكنولوجيا المعلومات والاتصال، لمواكبة التغييرات والتحولات التي غيرت وجه العالم من جميع النواحي، والاستفادة من مزاياها في تطوير الإدارة الإلكترونية وكذا تقريب المواطن للإدارة، والتخفيف عنه أعباء التنقل الوقت والجهد خلافا ما كانت عليه الإدارة الكلاسيكية ،ولغياب النضج الرقمي لأصحاب التخصص في مجال الرقمنة الإدارية، تولد لنا مفهوم ومصطلح جديد من نوع آخر، ونموذج جزائري تحت مسمى الورقنة، ليزيد في عبء المواطن بمطالبته بنسختين الورقية والالكترونية pdf او المزج معا، في ملفاته الإدارية وكمثال تشترط بعض الإدارات من المواطنين استخراج نسخ ورقية من البطاقة البيو مترية التي وحدها تستغني عن كل الأعباء الورقية ، لأنها تحتوي على شريحة إلكترونية، تخزن المعلومات الأساسية لكل مواطن، حيث تستطيع كل الإدارات التأكد منها عبر جهاز وتطبيقات خاصة ،ما جعل مستخدمي مواقع التواصل الإجتماعي وعلى رأسهم -الفيسبوك- يستخدمون أسلوب السخرية في تداولهم، وتبادلهم لمنشوراتهم بين قاعدة جماهيرية عريضة إفتراضية، تتعلق بموضوع الرقمنة في الجزائر التي يعبرون بأنها ما زالت تستخدم الورقة في إجراءاتها الإدارية، بأسلوب ساخر ومسلي، لنقد الواقع المعاش للقضايا والمواضيع الاجتماعية ضمنيا ،ونالت المواضيع المتعلقة برقمنة الإدارة الجزائرية أكبر حجم ، من التعليقات ،الإعجابات، والمشاركات ، وتداولها على نطاق واسع للتنفيس عن مشاعرهم ونقدهم للواقع ،ايضا إيجاد الحلول -الآليات - الممكنة لمشكل الأعباء المضاعفة التي تنتهجها بعض الإدارات على المواطن الجزا ئري، في إضافة الملف الورقي والالكتروني معا في ملفه الاداري . Our research paper aims to shed light on the reality of public administration in Algeria towards its transformation and dealing with the digitalization system, which was brought about by the rational reforms and administrative policies in Algeria that stressed the necessity of modernization and quality of public administration, using information and communication technology, to keep pace with the changes and transformations that have changed the face of the world from In all aspects, and benefiting from its advantages in developing electronic administration, as well as bringing the citizen closer to administration, and relieving him of the burden of time and effort, unlike what was the case with classical administration, and the absence of digital maturity for those specializing in the field of administrative digitization, gave us a new concept and term of a different kind, and an Algerian model under It is called digitization, to increase the burden of the citizen by requiring him to have two copies, paper and electronic (pdf), or mixing them together, in his administrative files. For example, some administrations require citizens to extract paper copies of the biometric card, which alone dispenses with all the paper burdens, because it contains an electronic chip, which stores the basic information for each... Citizen, where all administrations can verify it through a device and special applications, which made users of social networking sites, led by - Facebook - use the method of sarcasm in their circulation, and their exchange of their publications among a broad virtual public base, related to the issue of digitization in Algeria, which they express that they are still using paper. In its administrative procedures, in a sarcastic and entertaining manner, to implicitly criticize the lived reality of social issues and topics, topics related to the digitization of the Algerian administration received the largest volume of comments, likes, and shares, and were widely circulated to vent their feelings and criticize reality, as well as finding possible solutions - mechanisms - to the problem. The double burdens imposed by some administrations on the Algerian citizen, in adding both the paper and electronic files to his administrative file. Sarcasm does not mean laughter, but rather it is a black comedy that reflects the citizen’s political and social conditions (Tala, 2021), and administrative conditions in particular.
