تهديدات التنافس التكنولوجي على صنع السياسة العامة الأمنية: طائرات الدرون نموذجا

الملخص
تهدف الدراسة لمعالجة ظاهرة التنافس التكنولوجي في مجال تقنية "درون"، وطبيعة التهديدات التي تشكلها عل السياسة العامة الأمنية، إذ باتت هذه التقنية وسيلة ذات فعالية من خلال إطارها الدولي والاقليمي لبسط القوة والهيمنة، من خلال عرض تأثيرها في جميع المجالات لاسيما منها الأمنية مع ابراز الاستراتيجية الامنية لمواجهة مخاطر التقنية، و ذلك باتباع المنهج الوصفي لتوضيح اختلاف المفاهيم للأدبيات و الترابط العلائقي فيما بينها، بينما أصبح التنافس التكنولوجي من أهم العناصر التي تصنع الفارق بين الدول في البعد الأمني، لتخلص الدراسة إلى ضرورة التحكم في التقنية من خلال التعاون الدولي وربطه باللوائح القانونية الخاصة بالقضايا التنظيمية، رغم اختلاف الاتجاه بين المؤيد والمعارض لاستخدامها والتدابير المضادة لمخاطرها. The study aims to address the phenomenon of technological competition in the field of "drone" technology, and the nature of the threats it poses to public security policy, as this technology has become an effective means through its international and re-gional framework to extend power and hegemony, by presenting its impact in all fields, especially Security while highlighting the security strategy to face the risks of technology, by following the descriptive approach to clarify the different concepts of the literature and the relational interdependence between them, while technological competition has become one of the most important elements that make the difference between countries in the security dimension, so that the study concludes that the need to control technology through cooperation international law and linking it to the legal regulations related to regulatory issues, despite the difference in attitudes between supporters and opponents of its use and coun-termeasures to its risks.
