دور اللامركزية في تعزيز المشاركة الشعبية

الملخص
هدفت هذه الدِّراسة إلى الكشف عن دور اللامركزية في تعزيز المشاركة الشعبية " دراسة تحليلية لتجربة اللامركزية الأردنية وقد تناولت الدِّراسة مفهوم اللامركزية الإدارية وأركانها واعتمدت الدِّراسة المنهج البنائي-الوظيفي لتحليل مؤشرات المشاركة الشعبية في تجربة اللامركزية الأردنية،. كما تناولت الدراسة التنظيم اللامركزي في الأردن وألقت الضوء على القوانين المنظمة للهيئات اللامركزية سواء قانون مجالس المحافظات رقم (49) لسنة 2015 أو قانون البلديات رقم (41) لسنة 2015 ، مع إلقاء الضوء على بعض نصوص قانون الإدارة المحلية لعام2021.وقد توصَّلت الدِّراسة إلى مجموعة من النتائج والتوصيات، من أبرزها أن التنظيم اللامركزي في الأردن يقتصر على مجالس المحافظات والبلديات، كما أظهرت النتائج أن قانون اللامركزية لعام 2015 زاد من نسب المشاركة في الانتخابات سواء على مستوى الترشح أو الانتخاب. مما يؤكد على أن وجود نظام للامركزي فعال يعزز المشاركة السياسية ، كما أن وجود مجالس لامركزية منتخبة يسهم في الحد من استئثار النظام السياسي بالسلطة. This study aimed to reveal the role of decentralization in promoting popular participation "An analytical study of the Jordanian decentralization experience. The study dealt with the concept of administrative decentralization and its pillars. The study adopted the structural-functional approach to analyze the indicators of popular participation in the Jordanian decentralization experience. The study also dealt with decentralized organization in Jordan and shed light On the laws regulating decentralized bodies, whether the Provincial Councils Law No. (49) for the year 2015 or the Municipalities Law No. (41) for the year 2015, with shedding light on some provisions of the Local Administration Law for the year 2021. In Jordan, it is limited to provincial and municipal councils, as the results showed that the decentralization law of 2015 increased participation in elections, whether at the level of candidacy or election, which confirms that the existence of an effective decentralization system enhances political participation, and the existence of elected decentralized councils contributes to reducing From the monopoly of power by the political system
