التوجهات الجديدة للسياسة الخارجية الجزائرية (2019- 2023)

الملخص
تهدف هذه المقالة لمناقشة ودراسة موضوع السياسة الخارجية الجزائرية الجديدة في ظل حكم الرئيس عبد المجيد تبون، وبالضبط في الفترة الممتدة من انتخاب الرئيس ديسمبر 2019 إلى غاية سبتمبر 2023، هذه الفترة شهدت عودة السياسة الخارجية بعد غياب دام عشرية كاملة بسبب مرض الرئيس الراحل عبد العزيز بوتفليقة خلال العهدتين الثالثة والرابعة من حكمه، ولم تشهد السياسة الخارجية عودة دبلوماسية القمة إلا مع انتخاب الرئيس تبون وعودة السياسة الخارجية بفلسفة وروح جديدة كرستها التزامات الرئيس ورؤيته الجديدة لعلاقات الجزائر الخارجية وإعادة فهم الواقع والمتغيرات الجديدة التي تطرحها البيئة الإقليمية والدولية خاصة بعد الغلق الذي شهده العالم مع جائحة كورونا، وهنا لم يكتفي صانع القرار بسياسة خارجية قائمة على رد الفعل وتسجيل مجرد المشاركة، بل على سياسة نشطة واستباقية، ولأن صانع القرار ينطلق من محددات مهمة لدولة قادرة أن تلعب دورا فاعلا على المستوى الإقليمي على الأقل، إذا والجزائر تملك تلك المقومات الطبيعية والجغرافية والتاريخية والبشرية والسياسية والاقتصادية إذا ما استغلت هذه الإمكانيات وغيرها فسوف نرى قوة إقليمية مهيمنة صاعدة في السنوات المقبلة وفي الأجل القصير أو المتوسط على أقصى تقدير. Abstract: This article aims to discuss and approach the question of the new Algerian foreign policy under the rule of President Abdelmadjid Tebboune, and precisely in the period extending from the election of the president in December 2019 until September 2023. This period witnessed the return of foreign policy after an absence that lasted an entire decade due to the illness of the late President Abdelaziz Bouteflika. During the third and fourth terms of his rule, foreign policy did not witness the return of summit diplomacy except with the election of President Tebboune and the return of foreign policy with a new philosophy and spirit enshrined by the president’s commitments and his new vision for Algeria’s foreign relations, And re-understanding the reality and the new variables posed by the regional and international environment, especially after the closure that the world witnessed with the Corona pandemic, and here the decision-maker was not satisfied with a foreign policy based on reaction and recording mere participation, but rather on an active and proactive policy, and because the decision-maker starts from important determinants of a capable country To play an active role at the regional level at least, if Algeria possesses these natural, geographical, historical, human, political and economic ingredients.
