الملخص

تعتبر قوانين المالية من أهم القوانين التي يشرعها البرلمان ، بل أنها السبب في ظهور البرلمانات والنظام التمثيلي ، ولارتباطها بتنفيذ البرامج الحكومية والسياسات العمومية المسطرة من طرف الدولة فقد أصبحت تشكل محور التعاون بين الحكومة والبرلمان ، من خلال مشاركة الحكومة في إعدادها وتحضيرها ، ومشاركة البرلمان بالتصويت والرقابة عليها . ورغم المساعى لحوكمة التعاون بين الحكومة والبرلمان في تشريع قوانين المالية وتجسيد مبادئ المشاركة والشفافية والمساءلة بما يحقق توازن العلاقة بينهما وتحقيق التنمية الاقتصادية والحفاظ على الطابع الاجتماعي للدولة . إلا أن دور البرلمان لا يزال يشهد تراجعا في مقابل استمرار التفوق الحكومي في اعدادها وتنفيذها. كلمات مفتاحية: البرلمان ، التعاون ، الحوكمة ، الحكومة ، قانون المالية . Despite the efforts to govern cooperation between the government and parliament in enacting financial laws and embodying the principles of participation, transparency and accountability in order to achieve a balanced relationship between them, achieve economic development and preserve the social character of the state.
