الملخص
لموضوع الإدارة المحلية الإلكترونية وعلاقته بالحكم الراشد والإصلاح الإداري أهمية بالغة، انطلاقا من فكرة أن التحول نحو إدارة محلية رقمية ومُعاصرة هو أساس ترشيدها وتحسينها، ويكمن الغرض من هذه القفزة التكنولوجية المعلوماتية في أن هذه الإدارة الذكية هي سبيل أو وسيلة لتحقيق جملة من الإصلاحات الإدارية قائمة على مبادئ الحكم الراشد، من أجل تقديم خدمات عمومية عالية الجودة للمواطنين (المرتفقين) باتسامها بمبادئ الكفاءة والفعالية، ومن هذا المنطلق تعمدت الإدارة المحلية اعتماد أسلوب إلكتروني ديناميكي سريع وفعال، قِوامه الثقة، الشفافية والموضوعية لخدمة المجتمع المدني بصفة عامة وأفراده بصفة خاصة، بدلا من الأسلوب التقليدي البطيء الذي تشوبه البيروقراطية والفساد الإداري. The subject of governance and its connection, to good governance and administrative reform is highly significant. This significance arises from the understanding that transitioning to an modernized administration is crucial for its improvement and streamlining. The purpose behind this advancement is rooted in the concept that an intelligent administration can lead to administrative reforms based on the principles of good governance. The ultimate goal is to provide citizens with quality services that prioritize efficiency and effectiveness. As a result local administration actively embraces an efficient approach, built on trust, transparency and objectivity to cater to the needs of civil society as a whole and its individuals in particular. This stands in contrast, to the slow approach characterized by bureaucracy and administrative corruption.
