الإشكالات القانونية والبيداغوجية للتعليم عن بعد في الجزائر

الملخص

ملخص: يعد التعليم الالكتروني من المواضيع التي فرضت نفسها في الفكر التربوي، وأصبحت محور اهتمام الجميع لأهميته وحداثته والحاجة إلى فهم طبيعته، أهدافه وانعكاساته، إذ لا غنى لنا اليوم عن تعليم يمزج بين الأشكال المباشرة والالكترونية، ويضمن وصول المعرفة للجميع، من كل الأجناس وكل الطبقات، في كل وقت، وفي كل مكان. ومنه سيتم التفصيل في هذه الدراسة عن أهمية التعليم عن بعد، مقومات التعليم عن بعد، تحليل النصوص القانونية والتنظيمية المنظمة للتعليم الالكتروني وتسليط الضوء عن أهم النقائص والثغرات التي أغفلها المشرع الجزائري والتي باتت تؤرق تجسيد هذه التقنية بفعالية في المؤسسات العمومية التعليمية الجزائرية، لنخلص أخيرا إلى أهم الصعوبات العملية الحائلة دون تعليم الكتروني فعال ومجد محقق للأهداف والآمال التعليمية. Abstract E-learning is one of the topics that has imposed itself in educational thought, and has become the focus of everyone’s attention due to its importance and modernity and the need to understand its nature, goals and repercussions, as we are indispensable today for education that mixes direct and electronic forms, and ensures access to knowledge for all, of all races and all classes, All the time, and everywhere. From it, this study will detail the importance of distance education, the components of distance education, the analysis of the legal and regulatory texts regulating e-learning and highlighting the most important shortcomings and loopholes that the Algerian legislator overlooked, which has become a concern for the effective embodiment of this technology in Algerian public educational institutions, to finally conclude: The most important practical difficulties that prevent effective electronic education and a feasible realization of educational goals and hopes.
