الرقابة في الإدارة العامة ودورها في الحد من الفساد الإداري من وجهة نظر موظفي دوائر وزارات دوله فلسطين " الخليل"

الملخص
هدفت الدراسة التعرف إلى الرقابة في الإدارة العامة ودورها في الحد من الفساد الإداري من وجهة نظر موظفي وزارات دوله فلسطين" الخليل". وتم استخدم المنهج الوصفي التحليلي بالاعتماد على الاستبانة لجمع البيانات الأولية من عينة الدراسة، وتوصلت الدراسة إلى عدد من النتائج وكان أبرزها: يزداد انتشار ظاهرة الفساد الإداري بتزايد منح الصلاحيات والمسؤوليات الواسعة في اتخاذ القرار بدرجة كبيرة جداً بين المبحوثين. وأن على الدائرة تبادل الخبرات حول صور الفساد الإداري المكتشفة في دول أخرى فيما بين الأجهزة العليا للرقابة المالية وخارجه يؤدي إلى محاربة الفساد المالي والإداري بدرجة كبيرة جداً بين المبحوثين. وقلة العقوبات الرادعة تجاه مرتكبي الفساد الإداري في الدائرة يؤدي إلى زيادة ظاهرة الفساد فيها بدرجة كبيرة جداً بين المبحوثين. الكلمات المفتاحية: الرقابة، الفساد، الفساد الإداري. Abstract The study aimed to identify oversight in public administration and its role in reducing administrative corruption from the point of view of employees of the ministries of the State of Palestine "Hebron". The researcher used the descriptive analytical approach، based on the questionnaire، to collect primary data from the study sample study reached a number of results، the most important of which were: The spread of the phenomenon of administrative corruption increases with the increasing granting of wide powers and responsibilities in decision-making to a very large extent among the respondents. The department should exchange experiences about forms of administrative corruption discovered in other countries among the supreme institutions of financial control and outside it، which leads to fighting financial and administrative corruption to a very large extent among the respondents. The lack of deterrent penalties against the perpetrators of administrative corruption in the department leads to an increase in the phenomenon of corruption in it to a very large extent among the respondents.
