The development that international humanitarian law went through from the beginning of the last century to now was an important and justified development, as it became more humane and concerned with the issue of distinguishing between the persons involved in military operations and the civilian population, who must be spared as much as possible, and since it was difficult to enact any law or legislation that comes to prevent When war or armed conflict breaks out, war becomes a reality that cannot be ignored, or a phenomenon that cannot be counted. In particular. Therefore, the serious endeavor was to formulate laws and legislations that mitigate the effects of these wars and limit their destructive dimensions that exceed all reasonable and acceptable, and to refine these conflicts and make them more observant to the rules of humanity when they occur, so that they take into account the sanctity of man and protect and preserve his rights
