الملخص
تهدف الدراسة لمعالجة موضوع التفكير الاستراتيجي لتحديد الأهداف، ورسم خطط بعيدة المدى، التي تضم أفكار مستقبلية مبنية على التفكير العميق والمنطقي، في رسم السياسة العامة في الجزائر، ومدى اتخاذ لإجراءات استراتيجية في بيئة شديدة التعقيد، والتنافس بالرغم من استراتيجية الإصلاح المتبعة، وقدرة النظام على اتخاذ قرارات استراتيجية توفر سبل لفهم ظواهر التغيير والتحكم فيها، لتخلص الدراسة أن طبيعة القرارات السياسية والبرامج الحكومية تتميز بالغموض والمركزية دون اشراك الفواعل الأخرى، مما ساهم في ضعف السياسات وفشل تنفيذها، ولتطويرها لابد من تفعيل دور التفكير الاستراتيجي وتأثيره على النظم الاستشارية لمؤسسات الدولة. The study aims to address the issue of strategic thinking to set goals, and draw long-term plans, which includes future ideas based on deep and logical thinking, in drawing up public policy in Algeria, and the extent to which strategic measures are taken in a very complex environment, competition despite the followed reform strategy, and the ability of the system To make strategic decisions that provide ways to understand and control the phenomena of change, the study concludes that the nature of political decisions and government programs is characterized by ambiguity and centralization without the involvement of other actors, which contributed to the weakness of policies and the failure of their implementation, and to develop them, the role of strategic thinking and its impact on advisory systems must be activated to state institutions.
