الملخص
الملخص: إذا كان المفهوم التقليدي للأمن الإنساني يتخذ من الدول مرجعية له في وضع المقاربات الأمنية بهدف تحقيق الأمن والسلم الدوليين، فإن التحولات التي طرأت على الساحة العالمية بعد نهاية الحرب الباردة وبروز تهديدات جديدة قادرة بفعل العوامل على تجاوز حدود الدول، أكدت التشكيك في المقدرة الفعلية للدول على ضمان استقرارها وأمنها من منطلق التركيز فقط على مبدأ تقوية قدراتها العسكرية أو الاقتصادية وبتحصين حدودها دون ضمان حماية الفرد بتحريره من الحاجة والخوف، باعتباره مركز للسياسات الأمنية. يكمن الهدف من الدراسة في تحليل العلاقة القائمة بين الأمن الإنساني والهجرة غير الشرعية نظرا لتغير الأمن، وذلك من خلال التركيز على مفهوم الأمن الإنساني كمدخل لتحليل هذه الظاهرة المتسارعة النمو، انطلاقا من التعرض إلى ماهية مصطلح الأمن الإنساني بتعريفه وتحديد خصائصه ونشأته التاريخية. ليتم التعرض في المحور الثاني إلى مكونات الأمن الإنساني بمختلف أبعاده ودراسة تأثير غيابه على بروز ظاهرة الهجرة غير الشرعية، معتمدين في ذلك على المنهج الوصفي التحليلي في وصف وتحليل هذه الظاهرة. لتخلص هذه الدراسة من ضرورة وضع وتنفيذ استراتيجية ترتكز على معالجة النقائص ذات العلاقة بالواقع المعيشي للمواطن في بلده ليصبح تكريس الأمن الإنساني كمقاربة لمعالجة الهجرة غير الشرعية. Abstract: If the traditional concept of human security takes states as a reference for it in developing security approaches with the aim of achieving international peace and security, then the transformations that occurred in the global arena after the end of the Cold War and the emergence of new threats capable of transcending the borders of states, confirmed the questioning of the actual ability of states to Ensuring its stability and security based on focusing only on the principle of strengthening its military or economic capabilities and fortifying its borders without ensuring the protection of the individual by liberating him from need and fear, as it is the center of security policies. The aim of the study lies in analyzing the existing relationship between human security and illegal immigration, by focusing on the concept of human security as an entry point for analyzing this rapidly growing phenomenon, based on exposure to what the term human security is by defining it and defining its characteristics and historical origin. In the second axis, the components of human security are exposed in its various dimensions and the impact of its absence on the emergence of the phenomenon of illegal immigration is studied, relying on the descriptive and analytical approach in describing and analyzing this phenomenon. To conclude this study from the need to develop and implement a strategy based on addressing the shortcomings related to the living reality of the citizen in his country to become the dedication of human security as an approach to addressing illegal immigration.
