الملخص
ملخـص: تستهدف هذه الدراسة التطرق إلى أثر التعاون بين الجماعات الإقليمية، وبشكل خاص التعاون بين البلديات في مجال حماية البيئة، للوقوف على حدود مساهمة هذا التعاون في تنفيذ السياسة العامة البيئية على المستوى المحلي في الجزائر، وذلك من خلال استعراض الإطار التشريعي والتنظيمي الذي تعمل وفقه تلك الجماعات لتحقيق الأهداف المرجوة من تلك السياسة، وربطه بمجالات التعاون البيئي فيما بينها، وذلك بالتطرق للبعدين التنظيمي والمالي لتسيير الجماعات الإقليمية كأساس لتحقيق هذا النوع من التعاون، وهذا وفقا للمهام والأهداف المعلنة بخصوص السياسة العامة البيئية لتحقيق التنمية المستدامة. الكلمات المفتاحية: الجماعات الإقليمية، البلدية، التعاون البيئي المحلي، حماية البيئة، التنمية المستدامة. Abstract: This study aims to address the impact of cooperation between local authorities, and in particular cooperation between municipalities in the field of environmental protection, to determine the limits of the contribution of this cooperation to the implementation of environmental public policy at the local level in Algeria, by reviewing the legislative and regulatory framework in which these authorities work to achieve The desired objectives of that policy, and linking it to the areas of environmental cooperation among them, by addressing the organizational and financial dimensions of the management of local authorities as a basis for achieving this type of cooperation, and this is in accordance with the announced tasks and objectives regarding the environmental public policy to achieve sustainable development.
