الملخص

ملخص: تعد الاجهزة الإلكترونية والكهربائية جزء من حياتنا، لايمكننا الاستغناء عنها، ولكن هذه الأجهزة أصبحت تشكل مصدر تهديد للبيئة بسبب المواد الداخلة فيها، فتتحول إلى نفايات سامة بعد نهاية عمرها الافتراضي، وخاصة إذا تم التخلص منها بطريقة عشوائية وتقليدية. وتحتل الجزائر المرتبة الثانية إفريقيا في إنتاج النفايات الإلكترونية ومع هذا تفتقر إلى تشريع بيئي للنفايات الإلكترونية.رغم أنها سمت بالحق في البيئة إلى مصاف الحقوق الدستورية. لذا، بات من الضروري مواجهة خطر النفايات الإلكترونية والكهربائية بتدخل تشريعي رادع على المستوى الدولي والداخلي لتوفير وسائل حماية فعالة وتطوير تقنيات أفضل والإنتقال إلى تبني التكنولوجيا الخضراء الصديقة للبيئة. ABSTRACT: electronic and electrical devices are part of our lives, we cannot do without them, but these devices have become a source of threat to the environment because of the materials inside them, and they turn into toxic waste after the end of their life, especially if they are disposed of in a random and traditional way. Algeria ranks second in Africa in the production of e-waste, yet it lacks environmental legislation for e-waste. Although it has elevated the right to the environment to the ranks of constitutional rights. Therefore, it has become necessary to confront the danger of electronic and electrical waste with a deterrent legislative intervention at the international and internal levels to provide effective protection methods, develop better technologies, and move to adopting green technology that is environmentally friendly.
