اسهامات المجتمع المدني في تعزيز التنمية المحلية

الملخص
مع انتشار النظام الديمقراطي وظهور العولمة وتزايد المسائل والقضايا التي تشغل دول العالم وحكوماتها، أصبح للمجتمع المدني دورا هاما داخل الكيان المجتمعي، فعدم قدرة الدولة لوحدها على تسيير الشؤون المحلية وتلبية رغبات المواطنين أفضى إلى بروز أهمية تواجد المجتمع المدني أو كما يطلق عليه "القطاع الثالث" في العمليات التنموية والمساهمة في تسيير الشأن المحلي كونه يعد آلية للمشاركة في صنع القرارات ورسم السياسات العامة؛ إذ يعد وسيط بين المواطن والجهات المحلية والمركزية من خلال ما يقوم به من إجراءات في القضايا المتعلقة بالمواطنين وشؤونهم عبر طرح مشاكلهم على الجهات المعنية والعمل على إيجاد الحلول لها. تعد التنمية المحلية من أهم المجالات التي تهتم بها مختلف الحكومات، فالسير نحو تحقيق التنمية المحلية هو وسيلة لإحراز تنمية شاملة على المستوى الوطني، وهذا ما يستدعي وجود منظمات المجتمع المدني كونها تحتل المكانة الهامة في تحقيق التنمية على المستوى المحلي، وهذا ما سيتم التطرق إليه من خلال هذه الورقة البحثية التي ستبرز أهمية إشراك منظمات المجتمع المدني في عملية تعزيز التنمية محليا. Within the spread of the democratic regime, the emergence of globalisation, and the increase of the issues and cases related to countries and their government, the civil society held a paramount role inside the societal existence. The unability of a country to manage its internal business and to meet the citizens’ needs leads to the emergence to a civil society or known as the third section in the developing transactions and the participation in ruling the local need for being an important tool in taking part and decisions and drawing general politics. It is a medium between the citizen and the central and local regions and all what concerns the citizens’ needs and issues. It helps the concerned authorities look after the involved region finding solution and helping citizens in need. The local development is considered as a vital issue of the ruling government. The aim of fulfilling this latter is an aim to get a global prosperity on the national level. The national institutions in the civil society is responsible in making the local development and prosperity possible and general. this paper is aiming at discussing the importance of the civil societal institutions in promoting the local development.
