الملخص

الملخص: توصف المدينة بكثرة تغيرها وتحولها من حال إلى حال بسبب النمو العمراني الذي يمسها باستمرار، ويساهم فيه بالدرجة الأولى الرغبة في تكيف المدينة وحاجات المجتمع، إذ كلما زادت حاجة الأشخاص للسكن والمرافق العمومية تطلب ذلك توسع المدينة. وتجنبا للفوضى التي سببها التوسعات العمرانية للمدينة، تم تأطير هذه الظاهرة وفق أسس قانونية وتقنية لغرض فرض منطق محدد باتجاه الحفاظ على النظام العام وتحقيق التنمية المستدامة.. Abstract: The city is described as frequently changing and transforming from one state to another due to the urban growth that constantly touches it, and the desire to adapt the city and the needs of the community contributes to it primarily, as the more people need housing and public facilities, the expansion of the city requires it. In order to avoid the chaos caused by the urban expansion of the city, this phenomenon has been framed according to legal and technical foundations for the purpose of imposing a specific logic towards maintaining public order and achieving sustainable development. .
