الملخص

لقد شغل موضوع ظاهرة المخدرات حيزا كبيرا من الدراسات لدى كبرى المعاهد الدولية والمحلية وخاصة مخابر الدراسات ذات الصلة بالظاهرة بمختلف التخصصات الاجتماعية والنفسية والقانونية والشرعية، لما تكتسيه الظاهرة من تداعيات خطيرة على الامن المجتمعي والصحي وحتى القومي وما تلحقه من ضرر على الاقتصاد الوطني بالإضافة الى تأثيرها على البنى والعلاقات الاجتماعية بإحداثها نوع من الفتور والقطيعة وتشنج داخل العائلات الجزائرية، حيث يصبح مجرم المخدرات كهاجس قلق وفوبيا داخل العائلات الجزائرية بحيث اكتسب الفرد الجزائري نوع من ثقافة اللامبالاة بالظاهرة وعدم التبليغ على مجرمي المخدرات والنأي بالنفس بسبب العلاقات الاجتماعية مما زاد حدة انتشار الظاهرة داخل مختلف الوسائط الاجتماعية والفضاءات العمومية مما أدى الى توسع نطاق الجريمة ليشمل مختلف الفئات العمرية وظهور عصابات الاحياء التي أصبحت تهديد مباشر للأمن الاجتماعي والاخلال بالنظام العام وخرق للتعاقد الاجتماعي. The issue of the drug phenomenon has occupied a large part of studies in major international and local institutes, especially laboratories for studies related to the phenomenon in various social, psychological, legal and legitimate disciplines. This is because of the serious repercussions of the phenomenon on societal, health and even national security, and the damage it inflicts on the national economy, In addition, it affects social structures and relations by creating a Kind of apathy, estrangement and tension Within Algerian families. Thus, having a drug criminal in the Algerian family has become a Worrying obsession and phobia within it. The Algerian individuals have acquired a culture of indifference to the phenomenon as they have avoided reporting drug criminals, and distanced themselves because of social relations, which intensified the spread of the phenomenon within various social media and public spaces, Consequently, the scope of crime has expanded to include different age groups, and neighborhood gangs emerged, which became a direct threat to social security, disrupting public order and violating the social contract.
