إمكانیة تطبیق إدارة الجودة الشاملة في مؤسسات التعلیم العالي بالجزائر _المبررات والتحدّيات_

الملخص
تمثل جودة التعليم العالي إحدى القضايا المهمة في نظام التعليم المعاصر ، فالمناهج و البرامج التعليمية التي طُبقت لتحسين نوعية التعليم في الماضي قد حققت تحسنا محدودا في الأداء الأكاديمي للتعليم الجامعي ،ومع ما تواجهه الجامعة الجزائرية من ضغوطات على الساحة الدولية ،فقد أصبحت مطالبة أكثر من قبل بالسعي إلى تحسين مخرجاتها التعليمية،وذلك لضبط جودة الخدمات استنادا إلى أسس علمية عالمية، فالتطبيق الإجرائي لمبادئ وأساليب الجودة الشاملة في التعليم يعدّ غاية في الأهمية من أجل الارتقاء و التطوير إلى مستويات عالية في الأداء و الجودة في الخدمات التعليمية والبحثية بما يتواءم مع متطلبات السوق المحلي والدولي . وجاءت هذه الدراسة لتسلط الضوء على إدارة الجودة الشاملة في مؤسسات التعليم العالي من خلال توضيح مفهومها وإبراز مبررات تطبيقها، وأهم التحديات التي تواجهها ، مع عرض تصور مقترح لتطبيق الجودة الشاملة في مؤسسات التعليم العالي الجزائرية . The quality of higher education is considered as one of the important issues in the contemporary educational system since the curricula and the educational systems, that were applied before, to improve education quality achieved a limited improvement in the academic performance at University in addition to the pressures that the Algerian University encounters in the international arena;thus, it has become more demanded to seek its learning outcomes quality. This is to adjust the quality of the given services basing on international scientific bases ,and to establish culture quality to all university members because the procedural application of the total quality principles and techniques in higher education is very important for more upgrading and development to higher levels in performance, quality of learning and research services to cope with the requirements of the local and the international market. This study has come to shed light on total quality management in higher education associations by clarifying this concept meaning, show justifications for its appliance, its most challenges, and propose a vision to the appliance of total quality among the Algerian higher education associations.
