الملخص

It often comes to mind when the term minorities is heard that the question of minorities is secondary, and it concerns not only the fate of a small part of the State's population, but the reality confirms that the problem belongs not only to the State but also to the world order. The specificity of minority rights has led the United Nations to adopt international conventions and declarations that mean this category. Respect for human rights gives stability to countries internally, and supports the stability of international security and peace. كثيرا ما يتبادر الى الذهن حال سماع مصطلح الأقليات ان مسألة الأقليات ثانوية ، و لا تتعلق الا بمصير جزء صغير من سكان الدولة ، ولكن الواقع يؤكد ان المشكلة لا تخص الدولة فقط بل النظام العالمي أيضا. ان خصوصية حقوق الأقليات دفعت بمنظمة الأمم المتحدة الى تبني اتفاقيات و إعلانات دولية تعني بهذه الفئة ، فاحترام حقوق الانسان يمنح استقرار الدول داخليا ، و يدعم استقرار الامن و السلم الدوليين .
