الملخص
Since Radio is a mass media institution, it requires many methods, media and elements to transmit informations and ideas; and in order to realize that, it is necessary for their supervisors to well planify the whole process, that makes equal participation chances for most parts of the society. There are some who think that the state of under development in third world countries can't be stopped until the degradation state of the communication field is ended. It depends on some factors; starting by the availability of information which represents a powerful indicator of dimocracy kind in whatever country. Nevertheless, there are some constraining factors especially in the third world countries concerning technology and its use in the field of communication, as well as the weak funding and the weak coordination between the sectors responsible of planing. The more serious is the ignorance of the society real necessities that leads in most of the time to social violent explosions because of that ignignorance and the lake of correct strategies in the society.
