الإدارة الإلكترونية ودورها في ضبط شبكات التواصل الإجتماعي Government And Its Role In Regulating Social Media Networks

الملخص
The security challenges posed by digital space in general and social media networks in particular have compelled the e-government to develop methods and means to regulate these spaces. This is due to the tremendous technological development that these networks undergo, in addition to their international nature that crosses borders. Thus, specialized entities have been established to monitor and reduce the risks posed by these networks. However, achieving this goal often conflicts with the need to preserve the rights and freedoms of individuals, and the state's inability to regulate these networks in some cases. إن التحديات الأمنية في الفضاء الرقمي بصفة عامة والشبكات الاجتماعية بصفة خاصة فرض على الحكومة الالكترونية تطوير وسائلها وأساليب ضبطها لهذه الفضاءات، وهذا راجع للتطور التكنولوجي الهائل الذي تعرفه هذه الشبكات بالإضافة إلى طابعها الدولي العابر للحدود، الأمر الذي استوجب وجود هيئات متخصصة تتولى الرقابة عنها للحد من مخاطرها، إلا أن تحقيق هذه الغاية غالبا ما تصطدم بضرورة الحفاظ على حقوق وحريات الأفراد هذا من جهة، ومن جهة أخرى ثبوت عجز الدولة في بعض الأحيان في ضبط هذه الشبكات.
