أثر المنظمات الدولية والمنظمات غير الحكومية الداخلية في حماية البيئة

الملخص
الملخص: لقد تفطنت الدول لخطورة مشكلات التلوث، حيث أصبحت القضايا البيئية الشغل الشاغل لدى المجتمع الدولي، فكان اهتماما جديا من خلال العديد من المنظمات الدولية والعالمية والإقليمية والمنظمات غير الحكومية الداخلية في مجال حماية البيئة والحفاظ عليها، وهذا الاهتمام المتعاظم بحماية البيئة أدى إلى وضع قواعد دولية ووطنية معينة بحماية البيئة على المستوى الدولي والإقليمي والوطني، إذ أصبحت تساهم بدور أساسي في توسيع أفق النقاش البيئي للتحسيس بالأخطار التي تهدد البيئة، ولقد انكشف دور المنظمات الدولية في هذا الخصوص من خلال الالتزام بالاحترام والحماية والتمكين يعني الامتناع عن إتيان عن أي عمل يهدد الحق في البيئة، والالتزام بالحماية أي توفير مختلف الإجراءات والآليات والضمانات على مختلف المستويات (العالمية، الدولية والإقليمية) والتزام بالتمكين بأن يتمتع الجميع ببيئة نظيفة وصحية خالية من أضرار التلوث بدون تمييز بين الشعوب عن طريق تعاون الدول، وكذلك أولت المنظمات غير الحكومية الداخلية من خلال أحزابها السياسية والجمعيات البيئية التي اهتمت بالبيئة ودافعت عنها بشتى الطرق والوسائل، عن طريق نشر الثقافة البيئية بين الدول، وحثهم على المضي نحو الإرتقاء بالبيئة وعدم السماح لأي كان من تلويثها، ووضع الإمكانات والمجهودات من أجل أن تكون البيئة في أحسن حالاتها والعيش في بيئة سليمة وصحية كلما أمكن ذلك. :Abstract Countries have become aware of the seriousness of pollution problèmes, as environmental issues have become a préoccupation of the international community, and it was a serious interest through many international, global, régional and internal non-gouvernemental organizations in the field of environmental protection and préservation, and this growing interest in protecting the environment led to the development of international and national rules Defined by the protection of the environment at the international, régional and national levels, as it has become contributing a Fundamental rôle in expanding the horizon of the environmental discussion to raise awareness of the threats to the environment, and the role of international organizations in this regard has been revealed through the commit ment to respect, protection and empowerment means refraining from taking any action that threatens the right to the environment And the commit ment to protection, i.e. the provision of various procédures, mechanisms and guarantees at various levels (global, international and régional) and a commit ment to enable everyone to enjoy a clean and healthy environment free from pollution damage without discrimination between peoples through the coopération of states, as well as internal non-gouvernemental organizations through their political parties and associations The environment that cared for the environment and defended it in various ways and means, by spreading environmental culture among the Countries, and urging them to move towards upgrading the environment and not allowing anyone to pollute it, and to put potentials and efforts in order for .the environment to be in its best condition and to live in a safe and healthy environment whenever possible
